The progress of phase-out was going smoothly : nine ferroalloy producers were shut down which included complete equipment dismantlement of one ferroalloy producer and the beginning of dismantlement of other eight ferroalloy producers whose complete dismantlement was expected to be due by the end of October. Seven cement producers were shut down, with five producers finishing equipment dismantlement and two producers expected to finish equipment dismantlement by the end of October. Nine rare earth producers were shut down, with six producers finishing equipment dismantlement and three producers expected to finish equipment dismantlement by the end of October. One carbon producer had finished equipment dismantlement.
