Niu Li from State Information Center made a splendid speech on China's economic situation and policy direction. He said the workforce of China started to reduce in 2012 and China's economy had turned from high speed growth stage to medium speed growth stage. The Third Plenary Session still concentrated on economic area, as social contradictions would be intensified without economic growth. The core of economic reform was marketization. It was estimated that, in the medium growth stage, GDP growth must reach 7% if 10 million new jobs must be supplied every year.
